grand theft auto iv has made many improvements to gameplay, graphics, storyline and mission creativity. you still get to shoot the brains out of anyone at anytime for any reason, but there are major downfalls. gta4 is more realistic, but saying that gta:sa is more fun, mainly due to cheats, mini-games, gang wars etc. However the map and cops differ, by more than it may appear at first sight. Stars (from cops) are easier to obtain, but also easier to get rid of. Secondly, the map is not wasted in gta4 (except perhaps charge island) as in gta:sa (e.g. the giant desert where there are no vehicles, and when your car cathes fire there's no way to go anywhere =/).
Variety: gta4 has a lot of variety in neighbourhoods, characters you meet, and missions and gta:sa has more variety in weapons and vehicles. There's no flamethrowers, planes, or fun cheats in gta4 to add an effect or realism. Sucks, I know... The protagonist (Niko Bellic) is however by FAR the best one of them all as he has an awesome sense of humour, and both an angel and devil sitting on each shoulder respectively, which helps with his decision-making hugely.
