In gta episodes from liberty city the lost mc for ps3 Liz gives you a phone number for a taxi company or something and i called the number but it didn't do anything what does it do?

That phone number is supposed to be for Roman's taxi company. As Johnny will be kidnapping Roman for the Russian Mafia (because Ashley has been threatened), I think this is just a way for Roman to be brought to attention in the game. I don't think Johnny would be using his taxi service at any time if he has been instrumental in kidnapping Roman.
