GTA Episodes From Liberty City is currently only available for the Xbox 360. (Available for the PS3 and PC from 30 March this year).
If it is an Xbox 360 you are using, and the disk does not seem to be performing, I would return it to the place you bought it from because it may be faulty (even if there are no scratches or visible marks on it). If you try other games and they work OK, then it is more likely to be the disk.
For what it is worth, the first GTA IV disk I bought for my PS3 would not load. I returned it to Gamestation, where I bought it, and they changed it without any questions asked, and that replacement disk was fine.
