A toned down version is possible, but Nintendo tends to focus more on children's games instead of more hardcore games. Also the Wii remote is not made for sandbox games like GTA, because the necessary aiming is too difficult for the small things. Nintendo has too many hits, like Zelda, Mario, and the Sonic games, to focus on for them to have any focus on a Wii version of GTA. Especially since it would be direly expensive and not successful.
