You have to complete certain missions before the other cities are unlocked.
When you get to go to San Fierro, it is when you are driving Truth's Moonbeam to the garage in San Fierro that CJ won in the race with Catalina and Claude.
After completing the Flying School missions and achieving his pilot's licence, CJ will get a phone call from Woozie, inviting him to visit the new casino in Las Venturas.
