There are three internet cafes in gta IV, in Broker, Algonquin and Alderney, as well as computers available in Niko's safehouse in Albany Avenue, Algonquin, and the reception area of Playboy's apartment building in North Holland, Algonquin.
In the early mission, Logging On, Roman will suggest to Niko that he gets an online account, so that they can email each other. This will then enable Niko to open an account at the Tw@ internet cafe in Oneida Avenue, Broker, which is marked on the map for his guidance. As the other islands are unlocked, their internet cafes will become available also, and all of them will be marked on the map.
( but in actual fact, it is not necessarily to complete the mission just to unlock the internet cafe. in the begining of the game you have to try finding the internet cafe location, is there and is open. )

Get into any taxi and scroll through the destinations until you find "Internet Cafe". It should have an @ as its icon.
once you do the mission "logging on" there should be a @ sign somewhere. the first one is close to the park.
