Helena Wankstein is to be found in Blueberry, which is in Red County. She is a gun enthusiast, shooting targets on the roof range at Ammunation in Blueberry (there is a staircase leading up to that area). She isn't necessarily there every day, so if she is not there one day, just take CJ back there the next day. You will probably need to have unlocked San Fierro before CJ tries to meet her.

CJ will relate to Helena if he has low muscle, low fat and high sex appeal.
