I think that GTA III is the best because it has the bonus of good graphics and also the ability to use planes. But GTA 4 has a physics engine which is head and shoulders above the rest.

In my opinion GTA 4 beats all the rest in every category, story, realism, driving, environment, police pursuits, violence, blood, interaction... You name it, it's got it.

Although it doesn't have air planes - which was a lot of fun in the other GTA-games - it has the most realistic helicopter flying I've ever seen.

The lower versions of gta are rated T, For example, GTA 2 For game boy color is rated T. Although if you really wan't the most appropriate one, GTA Strawberry land is rated Early Childhood but that is to appropriate.
