The mod system is DLC (downloadable content) for the online version of GTA: SA. You may have to pay money to get it, and it might work with the PS2 version if you have an Ethernet cable connected to a router/modem. One mod I know of is a mission at the "Shady Cabin" where you have to find and KILL Bigfoot. I know, weird, right? Hope this answers your question! ;D
