There is no cheat for a tornado on gta: san andreas.

• Instead you need to get an Abrobe Flash Player to get a tornado on the game. First plug it in to a computer/laptop (Before plugging in go to: http://www.gamespot.com . Then once you get to the cheats list scroll all the way down then click on Create your own Virtual World. Then type in Tornado mode and create your own tornado! once you are done click Finished then it will download the mode. It will upload the mode to the cheat code list.
