The garage you may be thinking about is the one belonging to Brucie's friend, Stevie. After the mission "No. 1" Brucie introduces Niko to Stevie via texts on his mobile. Stevie will text Niko with information about a steal to order vehicle he needs. This will be location info., vehicle details and photo. Once Niko has found the vehicle, he then drives it back to Stevie's garage in Bohan, which is shown on the map as a car icon. The garage will open when Niko drives up to it and he then parks the car inside and collects the monetary reward. There are 30 of these vehicles to collect, which then adds to the 100% completion total. But Niko can go on jacking cars and selling them to Stevie for extra money, in the same way.
