This really is a matter of personal choice, which may not be the same as your own. However, I would say GTA IV, because it is a much longer game with a great deal of content. The Ballad Of Gay Tony is great fun, though, and I am currently playing it again.

No. Episodes of Liberty City is two expansion packs, Lost and Damned & Ballad of Gay Tony, that are based around the events of GTA IV. You don't need the original game to play Episodes of Liberty City and you can buy LAD and BOGT seperately too.
