The Grand Theft Auto IV expansion: The Balled of Gay Tony's loading screen theme is a variation of 'The Ballad of Gay Tony Theme' by Aron Johnston, Jesse Murphy and Avi Bortnic; created for Rockstar Games and is an altered instrumental version of the original.
The original version of this theme is found at the beginning of the game where the player is introduced to a 2 minute cut-scene that sets up the game.
The loading screen theme runs for approximately 1 minute and 13 seconds, after which point it loops back to the end. On the Microsoft Xbox, the theme runs to infinity, meaning the music is designed to loop continuously until the game loads.
I do not know of a Tony Grice, but if you mean Tony Prince from the GTA game, The Ballad of Gay Tony, yes, he is supposed to be gay.

There is no record of how Robin Hood's Bay got its name. There is a ballad, in which Robin Hood goes fishing, encounters French pirates who have robbed poor people along the coast, and gets them to surrender. In the ballad, he gives their loot to the people at Robin Hood's Bay. But, of course, we don't even know the origin of the Ballad.
