CJ does not smoke in GTA San Andreas, apart from being unable to avoid inhaling fumes from a field of "weed" he is burning for The Truth in a mission, and when Truth lights up a spliff in the Mothership.

if you want to make cj smoke you have to download a mod and it's really cool,download the mod from gta place.com and installing the mod is very easy just copy paste some files from the mod folder into the game folder

I am not aware of a cheat or mod for CJ smoking weed, but he doesn't do it in the game itself. However, he does get to inhale it when he is burning the weed crop in The Truth's field, for the mission Are You Going To San Fierro? He and Truth have to get rid of the crop quickly because a police chopper is closing in. CJ complains that it is making him feel dizzy. A similar thing happens when he is driving back to San Fierro with Truth after they have burned the crop, because Truth is smoking weed inside the Moonbeam van they are travelling in.
