Looking at this logically: if other games are playing OK on your PS2s, then it sounds as if the GTA disks could be faulty. I have had this happen with GTA San Andreas and GTA IV disks, and have had to go back to the game shop and change them, after which, everything was fine. You could further test this theory by borrowing a GTA disk from a friend perhaps, and trying it on your PS2s.
