Try going to your fort staunton safehouse, look at your garages (near pay and spray) where your apartment is look at your first garage on the left then second, also on the left, then then look at your last garage, which is the long/big garage, then look behind you, then you should see a hunter helicopter(based on the ah64 Apache attack copter).

A second is go to rockford (I think) 'whatever' lcpd station near rockford enter the doors make your way to the top and there will be a police maverick... if it doesn't work ask a person who is a nerd about it.
