There are plenty of ways to get helicopters in Grand Theft Auto IV. There are plenty of helipads around Liberty City, its just a matter of finding them. You might want to search for maps where helicopters are.

There is one obvious place where you can find helicopters and that is the Helitours in the south-east of the middle island. Walk onto the pad, and do the same thing you would normally do if you were stealing a car on the game.

The easiest thing would be to use cheats, but it would damage your statistics and you'll not be able to complete the game.
