no - if it's on Xbox 360 then no, but if it is on PC or ps3 yes, for PC you have to download xliveless.dll and find a save game file online and for the ps3, download custom homebrew or search for ps3 custom firmware, that will help u from there and you will also need to find ps3 save files online, not hard to do!

Not from new game, but after competing the story you the game enables you to pick any mission in your phone and you can put it unordered without even starting new game so you can play any mission you like any time but if you start new game you have to go through the story.
