How do you get to the Liberty City gta san andreas?

CJ only gets to go to Liberty City in one mission, Saint Mark's Bistro. He has to fly to Liberty City and take out the Forelli goons in the restaurant. Once he returns to Las Venturas, there is no more access to Liberty City in the game.
