the only way is to mod it on the pc and the only way to get mods on ps3 is to buy gta4 for the pc then download all mods onto your computer then download that to your memory stick then upload it to your ps3

you can not get a plane in gta4 though you can in gta san andries.but the closet you can get in gta4 to a plane is fly on its wing while its moving with a helicopter.or just use a helicoper,its no different from a plane.
