If you don't want to use cheats; during the game, if you have Kiki the 'Lawchick' as a girlfriend (through Love Meet.net) and Niko makes her happy, she will offer him help to get off one or two star wanted levels (via a telephone call).

You can get similar help from Francis McReary if you spare him in the Blood Brothers mission.

Most of the time you can drive out of trouble though, by just keeping an eye on the screen map and diverting down streets which are clear of cops.

On the 5 and 6 star levels, which are obviously harder, if you are in Algonquin and desperate (!) you can drive off the gap in the railway bridge in North Holland and get into the subway tunnel and just keep Niko walking through the tunnels until he is out of the wanted circle.

Barbara the cop can be found in El Quebrados, a town on the Las Venturas island part of San Andreas (North West). She is at the police station there, in the car park outside. She likes CJ to have high sex appeal and high body fat content, and even though she is a cop, she won't bother about him committing crimes.

You can usually find Barbara at these times:

Midnight to 0.600

and

16.00 hrs to midnight

Barbara likes to go out to eat, driving and dancing.

CJ should be able to "have coffee" with Barbara when his relationship with her stands at 60%.

Special Abilities:

For dating Barbara, CJ will have the benefit of get out jail free if arrested, and he will keep all his weapons. At 50% of their relationship he will get the keys to her cop type Ranger. At 100% of their relationship, he will get a standard cop outfit.
