The girlfriends CJ can meet within GTA: San Andreas:

Denise and Millie are met by CJ through missions, the others can be approached and, depending on CJ's appearance or appeal, he can ask them out:

Barbara can be found in the car park of the cop station in El Quebrados, which is in the northwest part of the map (Las Venturas island).

Millie automatically becomes CJ's girlfriend after successful completion of the Key To Her Heart mission in Las Venturas. She is a vital part of another mission, so he will really need to romance her. (Millie loves to see CJ in the gimp suit!)
