ok, their is no speedometer in the disk copies of gtasa. it is a hack (called mods) that people (mainly hackers and scripters) make for the PC AND MAC ONLY versions. they then add them to the game to mess around with it or enhance game-play. so unless you have the pc/mac version, you can not have it. go to gta garage on gta4.net and search it if you do.
