you need to beat enough missions in the game then u will go to the other island and they will be in the air port including planes ..... i think the mission to unlock the other island is called from zero to hero but i might be wrong but also once u get on the island there is a place on the top of your safe house that you can buy a helicopter at for 5000 $ if you dont have that much money than use this cheat: up,down,left,right,X,X that will give u 250,000 dollars

in order to get a helicopter on gta vcs for the psp you must complete the mission " from zero 2 hero " then once you pass that mission you can either go to the airport or go to ur safehouse on the other island. once you get to the airport and u are facing the sign go to the left of the airport where the cars enter and go straight........ then to ur left you can see a small helicopter....... and if u go even further you will see a biplane. if u go to the safehouse on the second island get inside, and climb up the stairs. once you climb up the stairs go to the door with the little blue arrow. when you are outside there shuld be a little sign that looks like a lock that is unlocked, go 2 the sign and it will ask u if u want to buy a "little willie" for 5,000 dollars if you have the money press x then you can start flying.
