In the San Andreas version, you can simply get in and fly the one located at the far end of the Easter Bay Airport (by the hangars), but you won't be able to unlock the other two (located by the entrance gate) until you've obtained a pilot's license.
You can also steal the military helicopter located in the restricted area of the Badlands.
If you can complete the flight training with a 'gold' rating, the Hunter helicopter will be available to you at the abandoned airfield.
