Yes you can get six stars, either go onto an island before you unlock it officially or kill police for a REALLY long time (it is much easier with cheats, such as the "car of doom" that makes your veichle invincible and all other veichles it touches explode... except bikes)
In the games before gta 4 the army comes with tanks. in gta4 the army and the N.O.O.S.E. comes but they dont have tanks.
You have to unlock the second island in order to get a 6 star wantd level.
