I have never seen the cops surrender in any of the GTA IV games. Once the wanted stars are up, they will pursue until the protagonist manages to get out of the wanted circle, or in the case of Niko, asks Francis or Kiki for help, or they kill or arrest the person they are pursuing. The other option would be the use of a cheat code, if it is available.
