hypothetically yes. only problem is that console games are EXTREMELY difficult to mod with. you'll probably have to buy a separate moddable console and a few jump drives. but yes it is possible (however it would be MUCH cheaper and less frustrating to buy a gaming pc and skyrim pc edition)
