I don't know who told you that you can fly a plane, but that is nonsence. The only way to "fly" a plane is to enter a Dodo at the Francis International Airport in Shoreside Vale. Take the Dodo down the runway at full speed until it starts to "pitch". Pull back on the left control stick and the plane will "glide" for a short distance. The longer you stay in the air, the better. This is only for fun and not meant to be a means of transportation.
