It is actually not a cheat, but a 'mod'.
First, install some custom firmware, then Google search for:
gta vcs cheatdevice.
On their website/ YouTube, you will find detailed instructions for using superman, and other mods like:
Cars can fly,
Cars can drive on water,
infinite ammo, health and armor,
No Gravity, and much more.

It's a mod. Someone has opened up the game,and changed the spirtes.
If you have CFW (modded) psp you can download the mod and patch the game but otherwise, there is no way.

∙ 9y agoThere is no superman cheat for the mode.You cannot have anything like that on any of the platforms.You can though change Tommy's skin to superman.That will not allow you to fly as it only changes the looks of the player.
