if you mean the one near cedar grove its locked forever, on gta LCS the tunnel is open but it only goes around 2 parts of the back of the city but there is another tunnel in side that tunnel with a sign syin upstate but its blocked off, there is no ghost town on LCS some people belive that it leads to carser city but that's another story

first of all u have to go to the broken bridge wich joins portland and shoreside vale.....................once u hav reached da bridge u will see some space to go on to the bridge to ur right................................sneak from dat place onto the bridge...............................then point ur car in a straight direction and accelerate.................................while accelerating type in da following cheat code"chitty chitty bb"this cheat will help u to fly ................................................kepp on acceleratin widout applyin any breakz...........................................and den ur call will fly from da broken bridge to shoreside vale .......................................ill giv u a advice.....................try to take as light vehicle as u can as more da vehicle is light da more faster ull fly................................try diz sumtymz and ull fly to shoreside vale.........................
